Measures on increasing exports and creating favorable conditions for entrepreneurs discussed

On December 1, President Shavkat Mirziyoyev reviewed a presentation dedicated to the issues of increasing export potential and simplifying entrepreneurs' access to public services.  Uzbekistan aims to increase the export volume to $45 billion by 2030. To achieve this, it is necessary to enter new, high-margin markets rather than being limited to traditional ones. In this regard, a deep analysis of key consumer segments and demanded products in foreign markets was conducted. It was determined that our country has significant reserves and opportunities to further increase exports in the areas of building materials, light industry, electrical engineering, food, household chemicals, mechanical engineering, and metals. In this regard, during the presentation the necessity was noted of establishing preferential trade, enhancing trade and economic relations with promising partner countries, and expanding the infrastructure and capacity of border crossing points in line with growing export-import volumes.  Responsible officials reported on the positioning of domestic products in foreign markets, the categories of goods in high demand, joint projects being implemented with foreign partners, and the work carried out to diversify exports. Instructions were given to fully utilize existing potential, open new markets, and simplify foreign trade mechanisms. It was noted that today, 81 state entities provide 739 types of services to entrepreneurs.  However, it was pointed out that because 576 types of services are provided in a fragmented manner, entrepreneurs are forced to collect documents and shuttle between various agencies. For instance, producing meat products requires going through 17 stages and visiting 10 different agencies. Moreover, a single service platform is absent for consulting on accounting, tax, export, and certification. Such services could be integrated with banks, insurance companies, exchanges, brokers, and logistics operators, as well as with business education and training programs. To address these issues, during the presentation a proposal was made to establish the "Business Hamroh" centers that would consolidate all state and private services for entrepreneurs in one place. According to the plan, these centers, to be established under the Chamber of Commerce and Industry, will provide all state and private services in one location based on the "single window" principle through a unified electronic platform. A 24/7 call center will also be established to respond to entrepreneurs' inquiries. The President approved the proposal and emphasized that the center should cover all areas of business support – from establishing the business entity and organizing its activities to selling ready-made goods and export. The responsible officials were given relevant instructions.

“Five Million Uzbek AI Prompters” project launches

President Shavkat Mirziyoyev took part in a solemn opening ceremony of the international forum on artificial intelligence, held at International Congress Center. Before the start of the event, the President got acquainted with the presentation of projects and startups in artificial intelligence, developed by the youth of our country. In a conversation with the talented young specialists, the President especially emphasized the strategic meaning of the information technologies sphere, its decisive role in the sustainable development and competitiveness of the state. It was underscored that the innovation developments presented in various spheres vividly reflect the formation of a modern digital ecosystem and practical results of the ongoing reforms in Uzbekistan. At the same time, the Head of State emphasized the importance of new mechanisms to support startups and technological initiatives, the broad integration of innovations into the national economy, and the promotion of successful projects to the international market. Speaking at the forum’s opening, the President warmly welcomed all participants. He stressed that in the 21st century, information technologies and digitalization processes have become the key indicators of a country’s progress. Artificial intelligence today is no longer a narrowly specialized tool; it is a fundamental factor deeply permeating all sectors of the economy, government administration, and everyday life. - It would not be an exaggeration to say that great scientists of the First and Second Renaissances, such as Muhammad al-Khwarizmi, Abu Rayhan Beruni, and Mirzo Ulugbek, made significant contributions to the development of algorithms, mathematics, and logic, laying the foundations of modern artificial intelligence, - noted the President.  The Head of State especially emphasized that as followers of this invaluable heritage, we must remain open to the most advanced and modern technologies and transform them into a powerful foundation for further development. The first step toward transforming artificial intelligence was the adoption of a National Strategy in line with the best international practices. As a result, the digital economy's share in the country's gross domestic product has doubled. Nearly $2 billion in direct investment has been attracted in the field of artificial intelligence and digital technologies. In the past years the export volume of IT services has increased 4.5 times, approaching $1 billion – it’s a convincing testament of the effectiveness of reforms. Recently, an International Center for Digital Technologies has been established, operating under a special regime based on English law. The number of higher education institutions training IT education has nearly tripled, reaching 145, with the student count totaling 80 thousand. “One Million Programmers” program, launched in 2019 jointly with the United Arab Emirates has expanded its scope: more than two million young people have been trained. Through the El-Yurt Umidi Fund, about 100 of our talented young people are studying at the world’s leading universities. - We believe that tomorrow upon returning back to the Motherland, they will become a leading force in introducing the latest achievements in artificial intelligence into education, the economy, and public administration, - stated the President. In addition, programs are being implemented to integrate artificial intelligence into the education system, retrain teachers, and increase digital literacy in schools and universities. Artificial intelligence technologies are already significantly improving the effectiveness of sectors, primarily – the quality of health care.  Thanks to the implementation of digital diagnostic systems, over 50,000 patients have received accurate diagnoses with the help of AI algorithms, which has significantly reduced the workload for doctors and reduced the time taken to provide medical care by 5-7 times. As part of the nationwide "Health Marathon" held in Karakalpakstan, approximately 4 thousand women aged 45-65 received mammogram tests. 70 percent of the initial examination images were analyzed using an artificial intelligence platform developed by local specialists, and 98 percent of them were confirmed by doctors. Diagnosis time was reduced from several days to 2 hours. The IT startup innovation ecosystem is also actively developing: their number in the past years has increased by 10 times, a total of $300 million of investments has been attracted. The President of our country called the international organizations and leading world companies, participating in the forum, for mutually beneficial cooperation in the sphere of artificial intelligence in Uzbekistan. Foreign experts predict that over the next five years, artificial intelligence technologies will generate at least $10 billion of added value in Uzbekistan’s economy. The existing conditions and potential allow to achieve these high targets. The goal is to increase IT services exports to $5 billion by 2030 and to create high-paying jobs for millions of young people. To implement an artificial intelligence ecosystem, next year a major supercomputer cluster will be launched in partnership with the American company NVIDIA. - Our strategic goal is to transform Uzbekistan not only into a consumer of modern technologies, but also into a country that creates and exports them, a state capable of competing globally, - noted the President. - To promote our domestic developments on the world level, we will open a National Transfer Office in Silicon Valley (USA), ensuring direct contacts of our youth and startup founders with large companies, investors, and accelerators. From now on the country’s youth will not only be trained on AI skills in schools, but also in the framework of the “Kelajak” centers system across all regions. Annual competition of the best AI startup ideas among schools will be held annually. In each of the 14 regions of our republic, the winning school will be equipped with a state-of-the-art AI laboratory and cooperation with leading companies to commercialize ideas will be established. To identify and further support youth, the Presidential Artificial Intelligence Competition will be organized. Every year, 100 of the most talented specialists from remote districts to the national level will be selected. They will take internships at leading technology companies in the USA, the UAE, and Europe. In the second phase, this practice will also be implemented in universities. $100 million dollars will be allocated for these purposes. - Today, in collaboration with the United Arab Emirates, we are launching the "5 Million AI Leaders" project as a logical continuation of the "One Million Programmers" project. This is not just a simple program, but new horizons for our youth, - stated the President. In the framework of the project it’s planned to train 4,75 million schoolchildren and students, 150 thousand teachers, and 100 thousand government employees by 2030. Artificial intelligence will be integrated into school, vocational, and higher education systems. - I am confident that the "5 Million AI Leaders" program will become a future economic driver and give a strong momentum for the accelerated development of our country, - noted the President.  Our talented youth – the true pride and glory of the New Uzbekistan. Recently, Javokhir Sindarov won the World Chess Cup in India, once again providing a vivid testimony to this. According to the decree of the President, Javokhir Sindarov was presented an honorary title of "Honored Athlete of the Republic of Uzbekistan". During the forum, the Head of State solemnly presented the young chess master with this distinguished title.  The President proposed to declare November as Youth Artificial Intelligence Month and hold the “Silk Road Artificial Intelligence Forum” in its framework. At the conclusion of the ceremony, the President symbolically pressed a button to launch the “Five Million Leaders of Artificial Intelligence” project in Uzbekistan.

The President: each solution, each service and each process must serve the interests of an individual

On November 28, President Shavkat Mirziyoyev participated in the solemn opening of the international forum dedicated to the issues of reducing bureaucracy, held at the International Congress Center in the capital. The forum brings together high-ranking representatives of the governments of the Republic of Uzbekistan and the United Arab Emirates, foreign states and international organizations, leading experts in public administration, as well as members of the public. In his speech, the Head of State expressed sincere gratitude to UAE’s Minister for Cabinet Affairs Mohammad Al Gergawi for his assistance in organizing the event. The President also warmly congratulated the people and leadership of the United Arab Emirates on the upcoming National Day of the Formation of the State. - We are building the New Uzbekistan guided by a humanistic idea: "Not the people should serve the government, but the government should serve our people",- emphasized the President. As noted, our country pays priority attention to eliminating bureaucracy, excessive procedures and administrative barriers for citizens and businesses. Systemic reforms have been carried out to fundamentally transform and digitize the national system of public services, optimize the activities of government bodies, and establish a direct and open dialogue between state entities and citizens. In recent years, 9 decrees and resolutions aimed at reducing bureaucracy have been approved in the country. The established public service centers, the Unified Public Services Portal, and the “Digital Government” system have made services accessible, fast, and transparent. If in 2017 only 444 types of public services were provided, then today their number has reached 1040. The number of the services provided increased by almost 10 times and exceeded 55 million. Over 90 services are provided in proactive and composite forms. For instance, provision of services in composite form related to child birth creates conveniences for almost 1 million of citizens annually. The social benefits and the pensions are provided automatically, without the citizens’ appeals.   Thanks to the digitalization, an opportunity was created to provide 30 types of services in real time. This year only over 8 million services were provided automatically. Transitioning to electronic document management saves 23 billion soums annually for the population. Additionally, in order to create additional convenience for businesses more than 160 licenses and permits have been cancelled. Over 150 permits are issued electronically. The practice of providing 140 types of documents and information has been fully discontinued. Government services are now provided on an extraterritorial basis. The "Start a business in 15 minutes" principle is also being implemented. The President also informed that today a separate program on bureaucracy reduction has been approved. The document envisions bureaucracy reduction in the relations “state – population”, “state – business”, as well as within the state structure, and creation of a comprehensively favorable ecosystem of public services. - Our ultimate goal is to transform Uzbekistan into a zero-bureaucracy country by 2030, - emphasized the President. Within the framework of the program, important tasks have been set to be implemented by 2030. In particular, the number of public services will be increased to 1,500, and the share of electronic services will reach 95 percent. Next year alone, an additional 250 services will be transferred to the electronic format. Specifically, services such as vehicle registration, VAT refunds, and other popular services will become digital. In the New Uzbekistan, a fully “Paperless Government” system will be implemented, implying a complete abandonment of paper document circulation. Of the existing 40 million documents, 25 million will be digitized, including 5 million already next year. The number of proactive and composite services will increase to 400, with 180 new composite services introduced next year alone. - As a result, we will move to a system in which services are provided to citizens without their having to apply for them, - noted the President. In addition, all public services will be fully inventoried, and duplicative, excessive, and unnecessarily burdensome requirements for citizens will be eliminated. More than 300 procedures in the areas of licensing and permits, utility connections, and construction will be simplified. For example, connection to four types of utility networks will be possible through a single application. Service delivery times will be significantly reduced. For over 100 types of services, processing times will be cut by 50 percent, and the requirement to submit more than 110 types of documents will be completely abolished. The Unified Public Services Portal, the “License” system, the “Single Window” customs platform, and call centers will operate using artificial intelligence. Annually, the performance of ministries and agencies will be evaluated through a special digital platform, and institutions and employees achieving high results will be rewarded. To ensure continuous monitoring of the program’s implementation and to coordinate the activities of ministries and agencies in reducing bureaucracy, a Program Office will be established. Opportunities are being created for citizens and businesses to directly submit their proposals and new initiatives within the program. They will also be able to evaluate the performance of government bodies in this area. A $3 million prize fund will be established for this purpose. From this fund, individual monetary awards will be given to citizens, business representatives, and public servants who propose effective solutions for reducing bureaucracy. Additional categories and recognitions will also be introduced. - Eliminating bureaucracy is one of the state’s key tasks aimed at serving the people. We must create a system in which it is not the citizen who goes to the government, but the government that comes to each citizen and solves their problems. This should be the modern, human-centered face of governance in the New Uzbekistan, - emphasized the President. Following his speech, the Head of State pressed a symbolic button, officially launching the Program for Eliminating Bureaucracy. After the opening ceremony, the President spoke with members of the public about the significance of the forum and the proposed initiatives. It was noted that the idea of “For the honor and dignity of the individual” is the foundation of all reforms in the country, and that at the center of every reform, decision, public service, and process must be the interests of the people.
