The administration of the mass event object – a state structure, legal entity or individual person, in whose activity located the order of the mass event object.
The mass-event is a participation of hundred and more citizens in the organized public and political actions (conferences, congresses), cultural, mass and entertaining programs (musical, literary festivals, evenings, and also concerts, theatrical performances, sports, advertising events, national festivities, circus representations, national holidays and games, review competitions and others), and also in national, religious and professional mass actions;
For the mass event are used special or adapted facilities that meet the requirements of fire safety and equipped with means of communication, engineering and technical means of protection and other means of ensuring the safety of participants of the mass event. In addition, facilities should have the technical capacity to provide emergency medical care, have exits, paths and signs of escape routes. Objects must be included in the list of objects suitable for mass events of the first and second categories: open land, buildings, structures and other places (this requirement applies to cultural and educational institutions, sports complexes, etc.);
The organizer of the mass event is a state structure, a legal entity or an individual person who has reached the age of 18 and has assumed the permission to organize and conduct the mass event;
The program of the mass event – a document submitted by the organizer of the mass event, confirming the purpose of the mass event, objects, dates and exact time; indicating the persons responsible for each stage (phased plan), for the use of technical and engineering means (stage area, sound amplifier, power supply, lighting and pyrotechnics, medical care, for cleaning the area after the event);
Permission to hold a mass event – a resolution adopted by the authorized structure and giving for event organizer the right to hold a mass event;
Authorized structure – the Council of Ministers of the Republic of Uzbekistan, khokimiyats of regions, Tashkent city and districts;
Participants of the mass event – organizations, artists, sportsmen, as well as spectators, whose participation is provided in the program of the public event.
The public event is held by the organizer in accordance with the approved program on the basis of permission to hold the event after the conclusion of the contract with the internal Affairs structures to ensure security during the mass event.
The organizer of the event and other persons are not entitled to publish in the media and on the Internet announcements, advertising materials and other information about the public event, including information about the place, date and time of the public event, in other ways to disseminate information about the event and sell tickets.
Permission to hold a mass event is not required if the event is established by the decrees of the President of the Republic of Uzbekistan or the Council of Ministers of the Republic of Uzbekistan.
Permission to hold an event of international importance and at the state level is issued by the Council of Ministers of the Republic of Karakalpakstan, regional khokimiyats, Tashkent city or by agreement with the Council of Ministers of the Republic of Uzbekistan.
Permition is usually issued for a single event, provided in the application of the organizer of the mass event.
In the case of several events under one program at one site (film shows, theater performances, circus performances, etc.), at the request of the organizer, the authorized structure may issue a single permit indicating the total number of mass events for up to a year.
Acceptance of applications for the issuance of some relevant documents with permits, their consideration; preparation of documents on the issuance of permits or refusal to issue, re-registration, extension or suspension (cancellation) of the permit and providing for consideration by the authorized structure, as well as the organization of mass events and control over the observance of the order of their conduct is carried out by commissions under the Council of Ministers of the Republic of Karakalpakstan, khokimiyats of regions, Tashkent city and district (city) khokimiyats (hereinafter-the Commission).
The Commission is headed by the Deputy Head of the authorized structure. The Commission consists of representatives of the regional Internal Affairs structure, State National Security Service, the Ministry of emergency, the Ministry of health and other interested organizations.
During the mass event, together with the Ministry of Internal Affairs of the Republic of Karakalpakstan, Internal Affairs of Tashkent city and the regional Departments measures to ensure the safety of citizens and public order are taken by the Internal Affairs structures on a fee basis according to the agreement.
Funds received as payment for services to ensure public order and security of citizens during mass events in accordance with the agreements on security are transferred to the accounts of the Ministry of Internal Affairs of the Republic of Uzbekistan, Tashkent city and regional Departments of Internal Affairs in addition to the budget.
The organizers of mass events may not be individuals recognized by the court as incapable or with limited capacity, as well as persons serving sentences in institutions of execution of punishment; re-brought to administrative responsibility for violation of the order of mass events. In addition, the organizers of the event cannot be non-profit organizations whose activities are suspended or banned by the court in the prescribed manner.
It is prohibited to hold mass events without permission, as well as those aimed at violating universal human values, forcibly changing the constitutional system or violating the territorial integrity of the Republic of Uzbekistan, in order to promote war, violence and cruelty, social, racial, national and religious enmity.
The organizer of the mass event must submit the relevant documents to the Commission during 30 working days before the planned date of the event.
Having received the appropriate permission, the organizer of the mass event is obliged to draw up a security agreement during the mass event with the Internal Affairs structures 10 days before the planned date of the event.
Control over the drafting of the agreement between the organizer of the mass event and the Internal Affairs Structure to ensure security, over the receipt of funds and their intended use is carried out by the Internal Affairs Structure, which one is responsible for ensuring the safety of citizens and public order during the event.
During the mass events, the participants undertake to comply with the requirements to ensure the safety of citizens and public order, with the legal requirements of employees of the Internal Affairs Structures, acting to ensure the safety of citizens and public order.
During the mass event participants of the event are prohibited:
Block the movement of vehicles and pedestrians;
To interfere with continuous work of the organizations which are in the territory adjacent to object where mass action is organized;
Perform actions that violate the established order of organization and holding of mass events, also threatening the life and health of citizens;
Prevent employees of the Internal Affairs Structures, as well as members of the public, helping to protect public order;
Carry items included in the list of prohibited items approved by the administration of the facility where the mass event is held, such as: cold, firearms, gas or other weapons, pyrotechnics, ammunition, flammable and toxic substances, sharp, stabbing and cutting objects, as well as specially manufactured items that threaten the life and health of the participants of the event or can cause material damage to organizations. The exceptions are: sports equipment, the use of which is provided for during sports events, imitators and models of cold, firearms, gas or other weapons, explosives, which are used in theatrical productions;
Come to mass events with animals (except when the use of animals is provided by the program of mass events);
Using of emblems, symbols, pennants, posters, banners not duly registered by non-governmental non-profit organizations, as well as the meaning and significance of which are aimed at violating the moral foundations of society, trampling on human values, forcible change of the constitutional regime or violation of the territorial integrity of the Republic of Uzbekistan, in order to promote war, violence and cruelty, racial, ethnic and religious hatred, and other actions prohibited by law;
Coming drunk to a mass event or under the influence of drugs, psychotropic or other substances that cause a change in human consciousness.
